Legal Definition -
Of no legal effect; null. --The distinction between void and voidable is often of great practical importance. Whenever technical accuracy is required, void can be properly
applied only to those provisions that are of no effect whatsoever - those that are an absolute nullity.

"There is no doubt that the entire procedure is illegal for lack of proper legal framework to support it. The said Act is not yet in force and cannot create any obligations for the Minister to undertake in the name of enforcing the law, since he has not exercised the discretion vested in him to set the commencement date.
All the activities which may have been undertaken by the minister and the parliamentary action are not only null and
void but also illegal. Should the legality of the
Privatisation Commission be challenged in a court of law, since it has been created before the law came into force then the court shall not hesitate to declare it illegal."
